Clifford T. Stout

Cliff Stout initiated his engineering career at Drexel University in 1969.  While at Drexel, through their cooperative educational program, Mr. Stout worked for Sanders and Thomas, Inc. as a rodman, chainman and instrument man; for PADOT as a construction inspector for the U. S. Route 222 federal highway project in Lancaster County; for Gannett, Fleming as a highway designer and draftsman for the Vine Street Expressway project in Philadelphia; and for Herbert H. Metz, Inc. as a draftsman, designer, and computer operator for various residential and commercial subdivisions and land development projects.  He was graduated from Drexel, in 1974, with a Bachelor of Science in Civil Engineering degree. 

After graduation, and having recently received his engineer-in-training certificate, Mr. Stout took a full-time position with the Metz firm as a design engineer.  Shortly thereafter, he was promoted to project engineer/manager in complete charge of specific development projects.  In 1977, Mr. Stout was licensed by the Commonwealth of Pennsylvania as a Professional Engineer and received his Professional Land Surveying license in 1980. 

Since obtaining his professional certifications, Mr. Stout has performed engineering and surveying services for numerous private sector clients and also for municipal clients such as Lansdale and North Wales Boroughs, Franconia, Lower Salford, and Towamencin Townships, and for the Montgomery County Department of Roads and Bridges.  While in the employ of Herbert H. Metz, Inc. he also acted as the designated representative to the Board of Supervisors of Towamencin Township, and to the Borough Council of North Wales. 

In 1987, three years after forming Stout, Tacconelli & Associates, Mr. Stout was appointed by Towamencin Township as their municipal engineer, and served in that capacity until 1992.  During his tenure with Towamencin Township, Mr. Stout was responsible for the design, bid preparation, and implementation of numerous public works projects, federal community block grant projects, and state Department of Community Affairs projects, as well as reviewing design plans submitted by individuals and corporations desiring subdivision and land development approval. 

Since leaving his position at Towamencin Township, Mr. Stout continued with municipal engineering duties for Lansdale Borough until 2008, and has also been in responsible charge of the engineering and surveying for residential, commercial and industrial land development projects that the firm has chosen to undertake.  Mr. Stout has served as an expert witness in matters relating to land development before numerous Zoning Hearing Boards and Municipal Governing Bodies throughout Montgomery and Bucks Counties.  Mr. Stout has also provided expert testimony in proceedings tried before Montgomery County Court of Common Pleas and U.S. District Court in Philadelphia.
